Already tried the following services

Private Internet Access (PIA)
Torguard
AirVPN
IP Vanish
ibVPN
ExpressVPN
PureVPN
VyprVPN
CyberGhost

PIA came closest at 30,000kb/s, Torguard 2nd at approx. 29,000kb/s

PureVPN, VyprVPN and CyberGhost were really sluggish. Funny that Vypr is among the slowest but the most expensive of the bunch at almost $20 Canadian / month.

Any suggestions ?

Do you realize what you are asking for? And that $20 is miniscule price?
First - you need a VPN server which has fat pipe just for you.
Second - that same VPN server needs to have another fat pipe toward your desired server you want to hide from.
If you have some very specific requirement then be ready to sign a contract (reveal your identity), and pay for it.
