Chrome opens on startup with a spam website

Every time windows starts chrome autostarts and opens some spam website. Ive found the problem in msconfig but its titled as Microsoft Windows Operating System and i recognized the spam website in the command line (screenshot below). Is it safe to disable it and how do i permanently delete it from my computer?

Thanks for the help, but unfortunately it didnt solve the problem. I did manage to fix the problem myself by removing the command line from the registry. Now chrome doesnt auto start but i think ill reinstall windows just to be sure in case some spybot or keylogger is still hiding somewhere
