windows 8.1 x64 only reads 4gb of ram with 16 gb ddr4-2400mhz in rampage v mobo

I tried so many different things and did so much research that i give up.I have 4 4gb ddr4-2400 correctly inserted in the recommended slots in the mobo.When I turn my pc on it says overclock failed. On that screen it says I have 4gb of ram. Of course in the bios, cpu-z, speccy all say 16 gb of ram.I have the latest RAMPAGE V EXTREME BIOS 1302. I want windows to use all my Ram. Any solutions or ideas are welcome. ALL drivers are up to date.

I already unchecked that option. I would up taking my cpu cooler out and getting a new H100i. I installed that now windows is reading 8gb.hmmmm
 
Remove the CPU and check for damage and missing pins on the CPU socket and for the CPU itself. If OK, then reseat the CPU and it's cooler carefully and evenly. Don't over tighten the CPU cooler mounting screws and try to make sure the cooler is mounted evenly. Too much pressure on one side of the cooler may make the CPU not make proper contact with some of the CPU socket pins which in turn may cause issues such as this "missing memory" issue.

you know what I refuse to let acouple bent pins stop me from getting all my ram. I'm too stubborn for something like that.
