Unusual problem with newly built PC

My computer specs are :-
cpu: amd fx8350
mobo: asus m5a97 r2.0
RAM: gskill 2x1 gb 1333mhz, kingston 4x1gb 1333mhz
PSU: corsair vs550
gpu: Sapphire AMD/ATI Radeon R7 250
Cooer: deepcool gamaxx 300
When i power on the system the screen is blank and the speaker sound tells that there is memory issue (1 short, 3 long beeps) but still there is response on tapping numlock , the only way to start the system is to let it run for a while and then restart several times or swapping the RAM slots (but this Ram configuration doesnt work on restarting the system ) i have to change the rAM SLOTS AGAIN.... ihave replaced the mobo, RAM, gpu (under warranty) ..........NOW in summers when room temp is upto 40C the system wont boot at any cost.......pls suggest some solution(sory for the english)

I have two systems both have same psu's and also i have used other RAM sticks..... think it might be a temperature issue as the initial temp at boot as shown in bios is 61c

That is really hot! my fx 8350 is 61 when running prime 95 check the thermal paste and make sure the cpu cooler is installed properly... remember dont use too much thermal paste, more is less..

the temp is about 61 only until the POST after the complete startup the temp goes down to about 45c (tubo fan mode)......... but stil 61 at startup is very hot which cooler do you use
