synking between r9 280x vapour x and dell s2240l

i am curious about this, i just read about Vsync and so i want to find out weather r9 280x vapour x will sync good with dell s2240l or not ? i mean monitor refresh rate and other things , are they fine with this card ? also my cpu is fx-6300 or if the monitor is not suitable, well suggest me a good monitor under 8000 inr ,please !!
