Best cheap 1080p monitor?

What is the best cheap 1080p monitor? is ips good for gaming? do you need a 1ms response time?
it would be nice if there was a thin border because in the future i might by a second monitor.

No you don't really need 1ms response time.Even with 5m RT you wont notice any difference.

No its not a good monitor according to this review and i wouldn't call that a budget monitor
