horizontal tearing on LCD TV

I recently re-installed Windows and now when I connect my computer to my TV, I suffer horizontal tear across the same part of the screen.

My specs:

■ HD6870
■ FX4170
■ Samsung 40" TV connected via HDMI
■ AOC generic monitor connected via VGA

Note: I do not have this problem on my main monitor. I have also recorded a video, if it helps.

Actually I half solved it. I set my TV to the primary display and it stopped the tear, however it then changed to tearing on my monitor.

A bit more information, I've tried forcing on the V-Sync however it didn't work.

Where are you trying to "Force the V-Sync on"? What software?

Using AMD's Catalyst Control Center on the "3D application settings" option, it's the main solution I've seen online.

Alright. What is your monitor? Is it 60hz or 120? If it's 120, try changing it to 60.

Alright. Is the graphics driver all setup to be 60hz too?
