High CPU usage - No programs using CPU

So, as the title suggests, I'm having a problem with my CPU usage.

When idling, my usage sits anywhere from 40-60%.
When gaming, it'll stay at 90-100% until I'm done.

Temperatures are fine when both idling and gaming.

When I tried looking for the program that has been eating up my CPU usage in task manager, when sorting by CPU, the highest process was chrome at "2".

Any ideas what in the world is going on here?

is it always like this or just sometimes? It's possible Windows is indexing or updating.
Otherwise I would suspect malware. I'd suggest downloading MalwareBytes and doing a complete scan (custom, pick your hard drive(s) and all the options on the left).

You might have hit it though. Ran a malware scan, removed threats, and now my load is at 4% running chrome.
