Homebuild advice: Haswell i3-4150 or Kaveri A8-7600?

Hello everyone,
My old Pentium 4 build years ago is now too slow and weary. So I decided to buy myself a new computer.
I can only buy from the local distributor stores, and after browsing their inventory for a while, I picked out 2 builds. Please note that I don't have a lot of choices around here and both builds are nearly maxed out my planned budget (no more spending...). So please help me choose one of these two.
To be clear, I use my computer mostly for office works, sometimes I do a few AutoCAD drawings (not too complex geometry) and some Matlab calculation, too.
My aim is to build a stable system and have no wish to upgrade for the next 2 years.

Build 1:
CPU Intel i3-4150 Haswell
RAM 8GB Kingston HyperX bus 1600 MHz
MB Asus B85M-E (this motherboard supports maximum RAM of 1600MHz only)

Build2:
CPU AMD Kaveri A8-7600
RAM 8GB Mushkin bus 2133 MHz
MB FM2+ A55BM-A/USB3 (this one supports RAM up to 2400MHz)

So, which one should I choose? Actually, the Kaveri build is a little cheaper, but not much. I rather care about the performance than the difference in price.
I wonder if the A8 with 2133Mhz RAM can outperform the 4150 with 1600Mhz?
