Refurbished products, what do you guys think about them?

Im thinking about to buy a brand new 280X or a refurbished 290X. Im not from USA and in my country its not usual to see refurbished products in the marked. Id like to know from you guys what do you think about these produtcs. Are they as good as new ones? Its safe to me, that wont be able to RMA it, to buy one? I mean, is it as safe to me as to buy a brand new one?

What type of refurbished? Refurbished by the manufacturer and sold by a retailer or a private seller? You also want to check if there is a limited warranty that will come with your product.
What R9 290X? What model? Is it a reference cooler or a non-reference cooler being used?

I've only purchased a refurbished graphics card and monitor and both still runs fine; I think its okay. They do fix the previous problem and retest everything for problems from what I've heard.
