GTX 980 SLI possible CPU bottlenecking?

I recently upgraded my GPU to EVGA GTX 980 2x SLI and I was curious if I am running into CPU bottlenecking now. I have an i7 960 OCed to 4.0gHz, 12GB of Corsair Dominator 1600mHz RAM, on a Asus P6X58-D Premium Motherboard, and a 1200 Watt Ultra PSU. I am running on a 1920 x 1080 single monitor currently, may have multi-screen setup in the future. I have made sure that none of my CPU cores are parked and that the power settings are correct. I ran unigine heaven benchmark and had 85%-100% GPU usage on both the cards, but when running a number of games I will only get 40%-60% GPU usage. Is my usage being bottlenecked by my CPU or is there potentially some other issue? Should I be looking to upgrade my CPU or could I hold off? Any input is much appreciated.

In certain games your cpu is definitely bottlenecking your sli setup. Single core performance of the 4690 is about 40% stronger.
