Is this a good gaming PC? If so, can I get better things for lower prices?

Hi! I want to build a gaming PC and I have searched for components for gaming in ultra settings with the latest games.
I don't have a lot of money, these are the only things I can afford.
Mobo: Asus Z97-A ATX
Optical: Asus 24x Dvd Drw
Power: EVGA SuperNova
Case: Corsair Carbide Series SPEC-03
CPU:Intel Core i7-4790k
GPU: Radeon R9 290x
RAM: 8gb Skill Ripjawsx
Also, I don't want to Overclock, and the mouse, monitor, keyboard, HDD and SSD already have it.
I'm still new with buying and building a gaming pc, sorry for my bad English, have a nice day!

If you don't want to overclock then getting a Z97 board and a 4790k are a waste.

You can save a lot of money and not lose performance by switching them to a Xeon 1231v3 and an H97 board such as the ASUS H97-Plus or the ASRock H97 Pro4.

If you want to further lower the price of things, the R9 290 is nearly as fast as the 290X and is much less expensive. About $40 less expensive and only get about 3-5% less performance
