What monitor would work well for my Sapphire R9 290X GPU?

I've heard these GPUs are pretty powerful, so I'm looking for a monitor in the $250-$450 range that will deliver the best gaming experience. Speed is important, maybe 1 ms - 4 ms. Can this GPU run 3840x2160 4K res? Or would that require a second GPU? Also 30Hz is too slow but maybe 60-120Hz.
