What GPU do I need to max out Dota 2 on native 4k/UHD monitor without G-sync?

I want to buy some 4k/UHD monitor but I do not plan to play any modern games on it. The only non-2D game I play is Dota 2. So my question is, what GPU (or possibly other parts of hardware) do I need to max out Dota 2 on native 4k/UHD monitor without G-sync? I suspect that GPU is most important part. Dota 2 is kind of CPU intensive game but I think anything above i5 is sufficient even on high resolution.

Really the GTX960 can deliver minimal 60 fps at 4k? Today I have found e.g. this video https://www.youtube.com/watch?v=s3QshbYndF0 where GTX960 falls down to 40 fps. I would be ok with G-sync, though. Which leads me to my inner question what would cost more: better GPU with normal monitor or normal GPU with G-sync monitor?

960 would work, but if you want to be at a stable 60 fps, I'd say 970 or 280x

Well I would not buy a 960 for anykind of 4k gaming with 2gb vram and 128 bit bus. The 280/x is around the same price with 3gb vram and 384 bit bus, it will give you much better performance. The 970 is in a different price category and the 290/x is better for 4k.

I used to play on 280x 4k for ages no problem even that was overkill. Remember aa is useless at 4k so it's not hard to run as your might think. My 980ti runs witcher 3 at 50 fps ultra at 4k.
