Dotted patterns on tree/grass textures in games

I've been been having a problem where the tree, plant, and grass textures have dots. I first noticed it a while ago, but it didn't seem as bad until I started playing GTA V and DiRT Rally. What's happening?

Trees on Ultra Low - No dotted trees

Medium Trees - dots show up on medium and higher

This problem happens in other games like Fallout New Vegas and Skyrim. The first game I actually noticed it was on Two Worlds II.
