eye level and viewing distance from 4k 40 inch monitor?

what should be my eye level and viewing distance from a 4k 40 inch monitor?

Eye level - centre. Distance - 4 ft.

on what basis do you give those numbers?, and in regards to eye level isnt it better to be above centre?

From experience. You wouldn't want to be closer than 4ft. But you need a big desk to do that.

And to be above centre, you'll need a tall chair.
