What way should my PSU be facing and other questions? (Corsair cx750 PSU and DIYPC Shadow Case)

1.) I was suggested by a friend to set it up fan up, but I just want to make sure as my fans seem to run pretty hard when playing games.

2.) Also on this case the fans on my xfx r9 280 are facing downward this seems to be counter intuitive with the airflow of the case will this be a problem?

3.) I am noticing constant yet random display anomalies I don't know if this is due to a faulty card or internal temp of the system. The program I downloaded to check the internal temps shows the following:

--- AMD FX-8350 Temp 23 degrees Celsius with a max at 36.1 Celsius
--- AMD Radeon R9 200 Series GPU at 46 degrees Celsius and a max of 47 Celsius
--- GPU fans are at 1025rpm with a max at 1030rpm
--- My HDD is at 40 degrees Celsius and a max of 40 degrees Celsius



Further information: I only have 3 internet tabs and the battle.net launcher currently open. The fans sound pretty quiet compared to what they sound like when playing any game.

Add a few more tags to it like: System, power supply/psu, graphics card/gpu, componentd, etc so more people will notice it, because you have very few tags and most are pretty uncommon.
