Screen on Whole desktop zoomed all the way out?

I tried resetting the tv, taking out the hdmi of the GPU i tired restarting..nothing works..My icons are so small and far away all my internet tabes are zoomed out (not even the ctrl+ or - thing) what is going on this happens often. And my Drivers are installed don't worry

Left click desktop> personalization > increase scaling.
