Does a difference in brand make a significant difference in performance?

Hi guys,
I am new here. Today I have a question: If we have two monitors, with identical specifications, the only difference is their brand. Will this difference in brand make a significant difference in displaying performance(mainly the quality of picture)?

it depends, because monitors have more then specs, a TN panel can look like poop, but then can look somewhat good, considering it a TN.
what are the two monitors?
And to add to that, 2 manufacturers can also use exactly rhe same panels and tech in them, making the only difference the price. "Gaming" brands always charge more than say brands like HP. They also market gaming monitors in a way that someone like me is getting a headache because what I see on specs sheets are mostly lies or doesnt apply to realistic usage.

Hi David. Is there a general rule for the performance of different brand of panel? E.g. samsung generally has better performance than LG.
