If the PC now has the A8-5500 APU in it, that CPU will bottleneck the R9-280 somewhat. Not a deal breaker, but you won't get quite the full performance form the R9-280 due to CPU bottleneck. The R9-270/270X would be a better balanced gfx card for that CPU. Even the A10-5800K will struggle unless heavily overclocked.

The memory is fine, but are you adding it to some already in the system or using it alone? In a dual channel memory system, it is best to use matching sticks in like color slots. That's why dual channel memory is always sold in matched pairs.
And if you use a single stick, you won't be able to make use of the slightly faster Double Data Rate speed of the RAM. Maybe a 10% loss in performance.
