Need good monitor under $250

I need a monitor to fit my exact needs:
-IPS
-24" at most
-$250 or under
-Fast response time
-MUST HAVE height adjustable stand, so it can essentially touch the desk at lowest setting (I'm putting my monitor on a raised shelf so it needs to be level with my eyes

For my new gaming PC I would strongly appreciate feedback, thanks
