@ 1080p 60fps Ultra? I will be using a 1080p 120hz TV as a monitor until I save to buy a 144hz monitor and I was wondering if buying a 144hz monitor is worth it for my build.

The FX 9590 is just a overclocked 8320. Save money and do your own overclocking.

The Raijintek Triton is a better cooler. Also check out the green and blue models.

Motherboard: The Extreme 6 is also 8+2 Phase, and a lot cheaper. You can probably get the M5A99FX (6+2 phase) if you can't live without the USB 3.

SSD for fast load

HCG is higher quality than the NEX. Find a G2 if you want.

I was told Intel Core i5-4690K 3.5GHz Quad-Core Processor
is a better CPU than the one I have. Your thoughts?

I personally think the improved multithreading on the 8xxxE CPUs, and the good overclocking capabilities make up for its low IPC. The i5 should be better, but you'll probably not notice the difference. It's highly probable that you won't notice a difference, especially with DX12 coming out. Most games are not CPU limited, but you get games lie Far Cry 4 (which isn't on your list). You will lock 60 FPS on most, if not all games, if you fiddle about with the graphics settings.

With your adjustments, even at 60 FPS, can I run at 1080p Ultra? Is it worth it to buy a 144hz monitor when I save up the money with this build?

Well, you'll probably have to turn HairFX off for The Witcher 3, and depending on the game, lower the AA, or use MFAA/FXAA. I don't think it would be useful to have a 144 Hz monitor, but if you think your TV is laggy (make sure it's in the game mode if it has one.) by all means, buy a 144 Hz.

Ok thanks! appreciate the help, I think I will try and save more money. I really want a PC that I wont have to upgrade anytime soon in 2-3 years.

Strongly suggest that you go for a high end air cooler rather than the triton. I have owned the triton and its plagued by cracking cpu blocks over a short amount of time. You usually end up with it leaking on your video card which usually you will need to end up buying a new one.
