Need some help selecting Mobo and CPU that won't bottleneck my GPU

I am on a tight 200 dollar budget and am looking for a Mobo+CPU that won't bottleneck my radeon r9 280. Here is the link to my GPU info if anyone is interested. I am currently looking at this Motherboard and this processor so I can use the dual graphics option combining the APU with my GPU. I have seen that this CPU may bottleneck my GPU, and also that my 1333 RAM won't work well with the CPU. One review in specific says that the CPU needs 2400 or some other high speed RAM.

You can't Crossfire the APU and the R9 280; you'd have to use a much slower R7 series GPU. An i3-4170 and a cheap motherboard would provide better performance. You'd need to stretch your budget to get an i5, but it would be best.
