I bought this desktop 4 years back and now its time for an upgrade , here are the spec

ATI Radeon HD 5770
8 GB ram
memory speed : 1333MHz
Intel Core i7-870 2.93GHz
750 W power supply
my budget would be around 300 - 400 dollars for a new graphics card what are some good options ?

Good as it is-and it's still actually pretty good despite being about 5 or so years old-that i7 is not going to keep up with a GTX970.
Hard to tell exactly which card will match the CPU, my old i5 750 would max out a HD7950 (equal to the R9 280) when overclocked to 3.4GHz so I'll say you should be looking around that level of performance: R9 280, GTX960 or R9 280X (in rough order slowest to fastest) any of them will be a huge upgrade over the HD5770.
As you're probably aware the AMD cards draw more power, both the R9 280/280X will need at least 1x6 and 1x8 pin PCI-E leads to run and some overclockable cards will want dual 8 pin leads, the GTX960 only needs one 6 pin (I think a couple OC cards need 1x8 pin) to run.
If you're sticking with the old warhorse 'til the end, I'd go for the R9 280 or if the power supply lacks the PCI-E leads the GTX960, only aim for a GTX970 if you're planning on a full new system or CPU/MB/RAM upgrade fairly soon, otherwise you'll be in the position of dropping a semi obsolete 'last gen' card into the new build.
