i get a out of range box bounxing around a black screen when i try to overclock my monitors refresh rate. is this normal?

Ok, I have an Asus vx238h 23" 60hz monitor with. Setup containing an Intel core i7 4790k oc to 4.7ghz, a GTX 980 OC to 1.53ghz and the monitor is connected by hdmi I believe
