Cheapest reliable phone with ability to sync contacts!

I am looking for a phone which I intend to use only for calling facilities. So I want to spend as little on this as I can.

However, I need this to have the ability to sync with Outlook.com contacts (WiFi Only is fine with me since I won't be using 3G with this).
Plus it should have good battery life!

Most, if not all, smartphones do that. Or at least Windows phones will definitely have that ability.

I am aware of that. I was however looking for,
1. Cheapest smart phone.
2. Call quality should be good and no dropped call issues.
3. Smartphone is required to only sync contacts - two way.
