The Witcher 3 doesn't run at 30fps. What could be limiting me?

So I currently have the Witcher 3 and it runs at a little less than 30 FPS and i'm rather surprised. would anyone be able to tell me what could be limiting me? This is my build
Motherboard: Crosshair V Formula Z
Memory: G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-1600C9D-16GXM
CPU cooler: V8 GTS
Video Card: XFX Double D R9-280X-TDFD Radeon R9 280X 3GB 384-Bit GDDR5 CrossFireX Support Video Card
Chasis: Cooler master Storm Stryker
PSU: EVGA SuperNOVA 850G2 80PLUS Gold Certified ATX12V/EPS12V 850W Power Supply 220-G2-0850-XR
CPU: Fx-9370 8 core black edition.

if you are running at ultra, i am not surprised. It is an nvidia optimised title and it still isn't that well optimised. Turn some filters off and some settings down. Put foliage to high rather than ultra as it will make a huge difference.

I turned off the hairworks and I definitely saw a huge improvement. But I dont know where ubersampling is or rather if it might be under another name. I don't see anything called ubersampling. What about vsync should i turn that off? But thanks!

I took off hairworks and saw improvement but really? Nothing can handle this game? I'm rather surprised. Is it like only super computers can handle this? I thought my rig was fairly decent and would be able to handle such an expansive game.
 
If you are trying to play at max settings, that is the problem. Also, what is your CPU? The first post lists the motherboard and RAM, but not the CPU or clock speed. NM, it seems you bold everything but the CPU.
 


It can handle the game, just not at maxed settings. Expect a lot of AAA new releases to push your system. These settings are there because PC's can support a wide variety of hardware, and there is nothing hurt by giving you the settings. Should you have 980ti's at 1080p, you could have run it at max.

I have an MSI GTX980 and I am running it @ max without issues... No nedd of TI on 1080p. (My monitor is 1080, so I can't say for high res.).

Not all the time, but never less than 52 fps until now

what? are you talking about crossfired 280x's? because if not then i think you are little misinformed. a single 980Ti gets over 60fps with every option on max at 1080p.

To the OP, disable hairworks, set foilage render distance to high aswell as shadows and set AO to HBAO.
