i bought a new card: radeon r9 270 and i intalled all the drivers but it doest let me install the ccc, i need it because i have black bars with a hdmi cable. I got a i5 processor and windows 7.

Solution
CCC contains the necessary drivers. I'd run the Wagnard tools display driver uninstaller and reinstall the latest drivers as per the instructions outlined at the following link:

Your issue may not have anything to do with CCC though. Unless there is a driver corruption of some kind, if you already installed the drivers for the card there shouldn't be anything in CCC that would affect your display having a black bar. I'd make certain none of the display cable pins at either end are bent, that the cable is fully seated and that the card is fully seated. Double check any power connections to the card as well.
