First Time Boot With Windows 10?

I am building a Gaming PC soon but don't want to pay $100+ for Windows 8.1 and was wondering if I could First Time Boot with Windows 10 and how? I would also like to know if I can upgrade to the full version of Windows 10 once it is out.

Windows 10 preview build downloads has been discontinued until further notice, which probably means, period, until RTM releases are available. You're only options for now are waiting to upgrade from a qualified OS version or buying the full operating system once it's available.

If you are looking to get a FTB (First Time Boot) out of Windows 10 then you will need to register as an Windows Insider. Then download the Windows 10 ISO image and clone it to a USB drive using a tool such as Rufus. Then insert the USB into your new build and install using the USB. You should boot into Windows 10 shortly after. However you will still need to buy a license eventually given shortly after release the Insider Preview you will be running on will be deactivated and Windows will act as if it is a counterfeit copy.
