Colors banding issue

It looks like theres no "antyaliasing" in colors, beacose I can see them being pixelated where colors change. There are also green square pixels that occurs in dark areas with black color.
This problem occurs everywhere. In games, movies, apps etc. I have set 32bit depth(not 16), I reinstalled drivers, changed monitors and cables but also no fix. My pc:
Core i5 4590 3.30 GHz
8 GB DDR3 RAM
Radeon HD 6840 1GB RAM
Gigabyte GA-B85-HD3
Chieftec 500W
Monitor Asus 22"

I suspect this is GPU or PSU problem beacose those are oldest components in my pc. Also if banding is not visible on screenshots above then I can post screenshots from camera.

I try to make best picture, but my camera is old. To make it clear its not the picture compression on screens its just how it looks on monitor. Picture of desktop:

I tried three monitors and still the same. Also I first noticed this problem after changing monitor to Acer, a long time ago. I thought it was monitor, but recently I bought ASUS(much better than Acer) and this problem is not fixed.

I tried another PSU, 520W, but nothing changed. Im starting to think that this is monitor problem after all. This banding occures also on Windows loading logo when starting pc. All monitors I try had TFT/TN matrix. Maybe if I pick monitor with other matrix, maybe IPS, will this banding disappear?

Well, just replaced ASUS monitor with new LG with IPS matrix. Issue is gone :D Tron Legacy and other movies dont have banding like on screenshots above. Dragon Age Inquisition dont have those bandings. Only Dying Light still have them, but not so noticeable. Its probably game fault as game runs on mix of medium and low settings.

Picking up your latest answer, ffg7, as solution. And thank you for the help :D

this also happens to me, but in some cases it also happens in browsers, i notice it's stronger in chrome and in firefox, and on IE doesn't seem so bad, but i only had this problem when i got my new monitor, although i sent it to repair, they said there was no problem to it. I also tried with my hd tv with an hdmi cable instead of vga, but still same problem, here are some examples:

and it also happens in some games, where are dark areas i can see color banding too but i am already with 32-bit true color mode. Also tried replacing the gpu for an old one i had that i used and it's still in good condition, and same problem... So i thought it could only be either the pci-e slot on the mobo or some software problem, but already unnistalled all drivers and didnt solved a thing, and updated them all and same issue :/

tried it right now, seems to be a software problem, but not a driver one because the intel hd graphics where up to date and still had same problem, thinking of installing a fresh windows version, at this point hardware is ruled out, so it can only be software, and drivers i tried a bunch of them and none did the trick

Well , i ordered this , http://www.lg.com/uk/monitors/lg-22MP68VQ-P , i hope i have no problems with it :( i really hate this color banding issue it's horrible , im glad for you that u have get rid of it ! sorry for my bad english :D
