Screen tearing when watching videos? Is this from the monitor or GPU?

I made a thread before with 2 answers that weren't really helpful. Anyway, I experience screen tearing when watching videos but not while gaming. I turned on Vsync and it only works for games but not videos and browsing. I also tried everything possible but nothing would work. Personally, I don't think it's the GPU because I can play games with no problem. I have a 60hz LG monitor with a response time of 5ms. I also updated drivers and everything so please dont mention those. This is also a new built PC and also my first time.

I don't think I understand what you are saying? It also tears when just browsing and I did try to change browsers too.

So I have to install Ccleaner then uninstall Adobe afterwards right?

Yes.

But I'm guessing here. It may or may not be a Flash problem. I need more info to correctly diagnose the problem. So, we don't know if a different video source, like a DVD, will have the same result. So, my next questions are: (1) Are you using a wireless computer, and (2) what is the speed of your Internet connection?

1) No, I am using an ethernet cable
2) Ping: 3, Download speed: 25.25, Upload speed: 6.68. But I can assure you that it isn't an internet problem since everything is fine on my laptop and all my family member are fine.

Yeah, it looks more and more like a Flash problem. Do you watch Netflix on the computer and if so, does the same thing happen while watching Netflix?

I know I am asking for help and I am not trying to cooperate because I really can't. But there is no Netflix in my country.

Yes, go ahead and uninstall Flash using the FREE Ccleaner (https://www.piriform.com/ccleaner/download) and reinstall the newest iteration of Flash from https://get.adobe.com/flashplayer/. (You can certainly uninstall Flash without using Ccleaner, but (1) Ccleaner removes all the elements and fragments of the Flash app and (2) you will find Ccleaner to be a wonderful tool for future PC maintenance.)

Where do i exactly go after I install ccleaner? give me the steps please. Like do I clock the cleaner icon and if so what do i click afterwards?

Click the Tools icon, click/select Adobe Flash Player, then click Run Uninstaller. That's all.

Wait, it's not even there at all. I can't find adobe in both ccleaner and programs and features but when i go to try to install it, it says "Your Google Chrome browser already includes Adobe® Flash® Player built-in. Google Chrome will automatically update when new versions of Flash Player are available."
