Issues with GeForce Experience and Steam after installing Windows 10 HELP!

I installed WIndows 10 a couple of days ago, and after the install I couldn't get GeForce Experience to open (gave me a timeout error), the NVIDIA Control Panel wouldn't open, and Steam gives me an error telling me it can't connect to the internet and to check my connection (which makes no sense because I can access Steam.com through the browser and log-in successfully).

So I did a clean install of Windows 10 and restored my content, and it cleared up the NVIDIA Control Panel issue, but GeForce Experience and Steam are still giving me the same errors.

Any help regarding this issue will be GREATLY appreciated, thanks!

If one messed up your monitor, keyboard, mouse or stopped your PC from booting up then it is too late to remove it.
