Can't log in to Windows or start up computer after upgrade/Ctrl Alt Del lock screen issue

I upgraded to Windows 10 last night. It completed and I appeared to be logged in to Windows 10, but then it immediately asked me to restart again. I can't recall if the restart request had anything to do with Windows 10 or if it was a separate Windows update, but I allowed it to restart.

Upon restart, I see a lock screen telling me to "press CTRL ALT DELETE to unlock." (On this screen, I can see the wireless and battery icons in the right corner, but they can't be clicked. This is all I can see on the screen other than the CTRL ALT DEL prompt.) When I press CTRL ALT DEL, I get a spinning wheel for a few minutes, and then eventually it takes me right back to the same CTRL ALT DEL lock screen. Hard restarts do nothing. Taking the battery out does nothing. I can't get into safe mode at all.

I appreciate any help that can be provided!
