cable not connected from monitor

i just buy new vga connector and connect it in my monitor it works properly but when i shutdown my pc i get cable not connected and when i open pc it works properly again it only show when my pc is shutdown

Yes, that is what is supposed to happen.
When you turn the PC off, the monitor detects "No signal". And assumes the cable is disconnected.
