Can somebody help me determine if my Hard Drive is failing?

I have a WD 1TB Caviar Blue drive in my PC. It came to my attention today after I noticed it was sitting at 100% disk usage as soon as I booted up the PC. It fluctuates a bit, anywhere from 0-100% randomly and I can't seem to fix this. (At the time of writing this, it's on 0% and not changing, I'm on my laptop).
Anyway, I installed SeaTools and ran a long generic, which it failed. It also failed a short drive self test, it did pass a S.M.A.R.T and short generic test.
I haven't seen any corruption, or heard any noises which could indicate failure, but I have had games freeze on me and require a hard restart. It seems the general consensus is that failing a long generic is a failed HDD, but I want some help before I buy a new one.

Sorry that you are facing some issues with your WD drive. :(
Unfortunately, it seems that it is failing. This is why, it may be a good idea to back up the important data stored on the drive.
After that, you can test it with WD's Data Lifeguard Diagnostic tool(both short and extended): http://products.wdc.com/support/kb.ashx?id=ZwJNRn

In case you get similar results, you will need to replace the HDD as it is unreliable. In case the HDD is under warranty, you can just contact WD's Support and eventually RMA it: http://products.wdc.com/support/kb.ashx?id=QhOfNB
