which graphics card for 250w PSU?

have an oldish system i am restoring for my dad. it needs a graphics card as it did not come with one, however it only has a 250w PSU. if a list of compatible cards that could play, say cs:go, could be found i would be grateful. i am currently looking at hd 5450? would like an hdmi port aswel.

Just get the 5450 if you can't upgrade your PSU. I would recommend just upgrading the PSU to a 30$ 400w PSU then get a GT 740 but if that can't happen just get the 5450.

The Radeon 7750 should be able to work fine with that system. I ran the 7750 for close to two years on a stock 300 watt power supply with no problems. Other people have even ran this card on a 220 watt power supply. It also handles games like cs:go on high settings at over 60 fps.

What is the rest of your hardware?
The TDP for AMD Radeon HD 5450 is about 19 W.

The GeForce 720 needs only 19 W power too, from the specification. But it needs 300 W psu. I am not sure, if the AMD HD 5450 would work too. Can you look at the sticker and upload a photo of it here? Important is the 12 V rail and what cpu you are using.

The TDP for AMD Radeon HD 7750 is 55 W. I highly discourage to buy this for an 250 W psu. If you have a high quality 300 W psu, which is very efficient and the other parts in your rig does not consume much, then it could work if the 12 V rail is strong. It would probably not use its full power, as it would throttled down. Otherwise, this is not recommended, and less for 250 W psu.
