When opening cmd it immediately closes after opening

When I try to open up cmd it automatically closes itself again.
I have scanned for malware or virusses, none found.
I checked the policies for it via gpedit and it is set to not configured as it should.
I have tried running as administrator, it still doesn't work.
In windows 10 safe mode it works perfectly.
cmd /d or /k does not change it closing.
when running a test bat with:
@echo off
pause
It stays open till I press anykey.

Please help, what can I do except a clean windows install

Solved it by removing AVG virus scanner, it created an "anomaly meaningless rex prefix used" in cmd that interfered with starting it
