Display off-set when I switch the monitior's refresh rate.

I have been noticing this problem in alot of my games (ie, Arma II, Arma III), my screen is offset.

I recently tried changing my monitor's refresh rate to 75hz from 60hz and this happened to everything... It is a pretty old monitor (dell e173fp) This problem stood with me even when I clean installed to windows 10.
