Well good thing about CPUs is that they are not touched by humans for most of their lifespan, so it's extremely rare to find one used and has bad quality.

Electromigration.........especially anything unlocked. You never know who thought 1.6v was a good idea on 22nm because they have a Hyper 212 Evo. And then sell a relatively new, ruined CPU...
