Monitor has blue pixels/lines across it, is it dead?

I have blue pixels across my whole monitor. They are static and in lines. Like this

, but across the whole monitor.

My secondary monitor is fine. I plugged the HDMI from the second into the first, still had the problem. Plugged the DVI from the first into another monitor and it looked fine. So it's not my graphics card or the cable.

From what I can tell, it doesn't happen on the in-monitor menu, but it is blue.

I've had this monitor almost 3 years, so it's not new.

Is my monitor dead? can it be fixed? Did I miss something?
 
Solution
If the second monitors works fine on the same connection as the first, the monitor is bad. Unless it's a high end monitor it would very likely be cheaper to replace it than fix it.
