Can i play high end games with Intel Pentium Dual core 3 GHZ ?

I have a very low end CPU. Intel Pentium Dual core 3 GHZ and 2 GB Ram.
Can i play games like Fifa 15 and Splinter cell Blacklist ?
I know that the minimum requirement doesnt meet the CPU which i have.
But i have a AMD Radeon 6670 1GB. Will that make any difference ?

And i recently installed Windows 10. Is that a problem ? please shed some light
 
Video card won't really make up for a too slow CPU, it will help to run the game better than a slower video card but it won't make the game run well if the CPU is slower than the requirements. Another issue with a slower CPU is that turning down the settings in the game won't help as much as it would with a slower video card.

Well, define what playable is to you. I used to play WoW on a crappy laptop with a dual core athlon @ 2ghz and an hd4200 integrated gpu. Needless to say, i was raiding at single digit fps.

Im confident that the pentium will be able to run those games without freezing your pc or crashing. its just whether you can stand the perf or not. It was only until the last few years that i considered 20 fps to be smooth gameplay.

I understand what youre trying to say ! What would you recommend as the cheapest CPU ?

or, if you're confident, you could try a better performing xeon CPU, but it'll mean modifying the socket slightly...

This is a list of CPUs that are probably supported by your motherboard, double check your exact board http://www.gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=3024

If you can get one of the top quad core CPUs, Q8 or Q9 series, you should be able to play quite a few games even on the 6670. You would want to upgrade RAM to at least 4 gig also from the 2 you have. You can even go up a few notches in video cards. If you shop around a bit you can probably find some good used parts for pretty cheap, just make sure you test the parts, especially if you get a used video card, quite a few people try to sell unstable video cards.
