Is the free Windows 10 upgrade included in new OEM copies of Windows 7 or 8.1?

I am about to build a new gaming rig, but I am unsure of what to do for the OS.

I would rather not use windows 10 at this point, but I am more than willing to upgrade if/when the early kinks get worked out.

My question is: if I buy a a new copy of windows 7 or 8.1 from Newegg today for ~$100, will I have the free upgrade to Windows 10 available for the next ~11 months or would I have to pay to upgrade? If so, how much would that upgrade cost?

Thanks in advance.

Solution
It should be free to legal owners of those older OSs for the remainder of the year, yes. Be sure to get all the updates when you install Win 7/8 so that you get the necessary files for the free upgrade.

Just to clarify: If I buy windows 7 or 8.1 today or some time before the 1 year window, I will have the free upgrade to 10 available?

This is great news.

Within the 1 year since july 27th, or well TILL july 27th.

Yes. http://www.microsoft.com/en-us/windows/windows-10-faq?faq=upgrade&ocid=reserve_r_PostReserve_mod1_faq

In fact, you don't have to do an upgrade. You can clean install too. Either from inside your current OS or by using the available download: https://www.microsoft.com/en-us/software-download/windows10

And IIRC, the 2 Get Windows 10 updates are just doing some checks to see if you can run Win 10. You want to stay updated anyway, of course. Just so you know: the initial update process takes a LONG time. A good couple hours. Just did this on a NUC; installed 8.1, updated, then in my case, installed 10. 10 minutes to assemble, 6 hours to get the desired OS up and running. :)
