Windows won't load after putting in new graphics card

My old graphics card had a meltdown so I sent it back to the company. They sent me a new one back and i hooked it up and my computer farted. It's the same model as the previous one. I'm typing this from safe mode with networking.
Windows 7
GTX760
i7
16GB of RAM

I don't know. I think you may have to do a windows fresh install.

Forgot about this thread, but the answer was that the graphics card was defective out of the box
