Game screen blinking and flickering.

This is really starting to bug me. When I enchance my GTA San Andreas game highly it begins to flicker and blink constantly, sometimes with long horizontal black lines, then suddenly it goes away at times. But, the game is still blinking and feels slower than it should me even though I'm getting good frames. Here it what it looks like.

Just to add, when I play it without the enhancements (ENB) it works perfectly fine, playing other games worked fine too like Saints Row 3 and the last one, and Sleeping Dogs so far.
