Can I use my OEM copy of Windows 8.1 multiple times on the same PC?

Long story short, my hard drive is fried and I have to purchase a new hard drive. I understand that the OEM version is locked to one PC, but would I be able to use it on the same PC with a new hard drive?

You are OK, the license is tied to the motherboard.
And... it seems to be only loosely tied. Only one pc per license though.

Yes, if your computer came with genuine Windows 8.1. You should be able to reinstall Windows 8.1 on a new HDD in your computer and it should auto activate.
In the situation that it doesn't auto activate, you can phone Microsoft and tell them the situation and they will help you activate.
