BSOD Boot Loop: Can't Boot to Safe Mode

So when I upgraded to WIn10 on my Acer 7551G (Phenom II N970), my AMD Radeon HD 6400 graphics card was giving major flicker. Windows was detecting and installing the driver for the wrong card version. So using Device Manager I replaced the INF file with the one from the correct version, and the flicker went away.

This worked fine for a couple of weeks.

Now, I'm stuck in a boot loop. I get: SYSTEM_THREAD_EXCEPTION_NOT_HANDLED
Since the only way to trigger safe mode now seems to be from the UI before rebooting, and F8 doesn't really work anymore, I created a restore disk from another machine. I can boot to it via USB.

Even from here, I can't boot to Safe Mode using any of the options (networking, command line, enable unsigned drivers, etc). I can't run the installer either to completely refresh the OS. Anything I do gives the same BSOD.

Anyone been this far hosed and can offer a suggestion?
