Notification Center/Action Center disabled on startup

Hello!

When I start my PC, then log into Windows, the Notification Center/Action Center is disabled. I need to re-enable it by right-clicking on its icon, then clicking "enable notifications" or what. (Sorry, I don't know the English Windows counterpart of it)

It happens every day when I turn on my PC (so after shutdown).

Some info that may help:
- I have Windows 10 Home
- I have Fast Boot disabled. (Or at least seems disabled in Control Panel)

Please help, it's annoying that I need to re-enable the Notification/Action Center every day.

I did a Clean Boot and it looks like my antivirus, 360 Total Security's Speedup "section" caused the problem. (The "section" can disable/enable services, etc). I changed some settings.

You can try this and see if the issue is resolved:

> Open the Run command box. (Windows + R keys)

> Type SERVICES.MSC and hit Enter.

> From the right pane of the Services snap-in, scroll down, locate, and double-click Security Center.

> On the Security Center Properties (Local Computer) box, ensure that you are on the General tab.

> Choose Automatic (Delayed Start) from the Startup type drop-down list.

> Click Apply.

> From the lower section, click Start.

> Click OK and restart your PC.

The problem should be gone by now.

That didn't solve my problem.

BTW, here is an image about how the XY Center looks at startup.
