Keyboard doesn't work during bootup, can't access BIOS Settings

While at the boot screen, no keyboard seems work and I cannot access the BIOS Settings with the F2 key. I have tried several different USB ports, as well as an entirely different PS/2 keyboard. I have also tried turning "Fast Startup" off to no avail. In addition, I cannot access the BIOS Settings through the Recovery -> Advanced Startup menu as my computer has a BIOS install, not a UEFI one. Are there any ways to fix this issue or even to access the BIOS Settings in a different way altogether? My motherboard is an Intel BOXDZ77GA-70K. Thank you for your time.
