Windows 10 Apps Are "darkened" and won't open

I just had to do a system restore and when I at least got Windows 10 back to loading my desktop correctly, I found that now all of the Windows 10 apps are darkened, have a little circle with exclamation mark in them, and when I try to open them it says that they can't be opened. I ran sfc /scannow and no corrupt files were found. Is there a Microsoft "Fixit" or something similar or how can I restore the apps? Windows Store won't even open.

Try creating a new administrator user account. If there are no problems with your system files, then the apps should launch with the new account.
