Are PC System Requirements Exaggerated?

My specs:
AMD Radeon R7 360 2GB OC 10%
Intel Core i3 4150 3.5 Ghz Dual-Core
Asus H81M-C LGA 1150 Motherboard
8GB RAM
Corsair VS550 PSU

I did some testing with this pc. System requirements said that i could not run the witcher 3 and mgs5 the phantom pain. but i did. And smoothly. I had 45 average fps and on Medium-High settings. I was wondering if the "minimum' system reqs are actually "minimum".

Rarely the minimum requirements are an accurate representation on the actual least amount of computing resources required to run that given game. Developers will play safe demand more as its better to certain it will run then be wrong and have gamers complain about the misinformation.

Devs would rather have people claiming they can run games with lower end hardware than the minimum, than have users complaining they have the minimum or better hardware and cant run the game.
